Thank you for a very interesting day, I able to think further and found something interesting to ponder my mind into. Coding of computer program is quite interesting its simple but never easy as life we know it. Today I would also need to fix and renovate our office to ward off flood. I believe that I have written something about taxing on my past post but this time I would go further.
Stages of my new Tax code for the whole world to follow and would help monitor and control the tax income of each country. As I believe our economy is run by spending but we would like to fuel it more by spending more than we could earn hence the drawbacks are debt and the current predicament of our economy and society. The main concept of my tax code is Positive motivation.
Now here it goes, a country should impose a flat tax collectible for each of the citizen it register. The amount should be small enough that even people without jobs could still pay it at a yearly basis. This tax should never be increase drastically cause this is the cost for every basic common cost a country could incur.
An example for the USA, it could impose a 2 dollar yearly tax for every person starting the age of 18. This way 18 years old people would find work to pay their obligation. This also motivates them to find work and motivates their parent to push them to find simple work to contribute to society. Each person as they age the cost of the annual tax would increase to level the need of society. This way the government could monitor and influence Job wages and help young citizen to best their selves. That is the basic now we go in deeper with the circumstances of each individual. Each citizen should find work. If they are handicap and born with a disability the tax collected should still be the same cause they still is a citizen of the country. This might be a negative impact for the parents and would promote abortion. That's why the amount should be small enough and also big enough to motivate them to make their child a useful part of the society. Ofcourse due to disability and sickness the government should help the parent of the said disable by giving programs and medical assistance to them. Free help is given cause they pay citizen tax hence they are entitle. Now with children who are delinquent and troubled the government would charge additional fee from the parents as they need to properly educated their children. This way they are responsible for their children. Another monitoring standards that the government could impose is that if they have children at a certain age they would pay more tax citizen this way we could hinder younger pregnancy and unwanted pregnancy. If an orphan committed a crime The government should have program associated with the private sector to give job to the orphan and give them a good environment to grow up. All people who are caught not following the guidelines should be punish by contributing with society by working in factories free of charge and they would be release depending on the quality of their work given. This way the citizen not only learned a new skill but also could shorten the punishment time if they serve the quality job they are given.
Now about the economy, how could be promote growth. The thing with the current system. Our ancestors have conjured the idea that a government is perpetual. They also put into our mind that having debt is ok as long as we could pay for it. It's like manipulating the society to forever be slaves to those who have enough capital. This new system stops that viscous cycle. We count as each type of asset as a value. We do believe the value of every item should depend on the free market. This method I do believe is the best efficient way to allocate resources and renew our resources. It's not wrong for people to accumulate more wealth so that they feel more secure. We must motivate such attitude. Each person have different threshold of wealth. Some people may feel secure having a certain amount but others might have a higher compare to others. This is where the government should step in to set guidelines not laws. Example in salaries and wages. Government could setup a desired income rate for average working people but they should not punish the business that do not follow the set guidelines, but motivate them to exceed the given guide line. Before I further explain my Code.
To simply put it the current System gives off an idea that everything will be fine as long as you live the life you want. The economy will help you and the government will be there to protect your interest. They forgot that its human nature to conquer, rule And most of all dominate the world or the universe. This should be taken to consideration that each and every person would be capable of inflicting direct or indirect harm to others just to fulfill their desires. To further explain this behavior is the courting ritual that men often do to woe the opposite sex. The men doesn't really care the other competitor as long as it is fair game. In a women perspective, the women continues to conjure the idea that when they selected a men they chose they are entitled for some benefits or reward. These kind of attitude give us and idea that its human nature to win at all cost and gets everything they want.
Setting up a guideline for everything would give the citizen a clear path on to what the government set for them as moderate or minimum. Which also gives them an illusion that attaining that would eventually be suffice. This guideline that is set could eventually be everyone's dream to achieve. A goal not the far nor to near to attain in a single human's lifespan. This way, each person would have an idea on how to live their life and set the goals they want to reach. It's like a cheat code. They could also try other ways but if the keep track they eventually reach a certain point. It's like having a level up scenario. In RPG world players play the game and they would gain experience and eventually reach a level that opens for more opportunities. The developer finds way to keep the game interesting that the players would keep on playing. The players would setup a ranking system that would help them know what they need to accomplished in order to attain their desire strength in the game. Having a guideline in everything would help a lot. The next thing we need to concentrate is how to increase the population of the nation. The strength of a nation is determined by how many people are willing to be a part of that nation. The government's role to keep everything in fair status so that everyone would be happy playing the game. This game we call life. Government officials that creates the guidelines and laws are not allowed to join the game. They have hind sight on the backdoors of their guidelines. These is bad but everyone would try the find the loophole.
Citizen fee should be minimal but non citizen should also pay certain fee when they are living within the society of the nation. They are guest of the nation hence they should pay more. The first thing we should do is to set an amount that they need to pay to enter this nation. Giving them temporary ID that serves them in everything would be good. A universal ID system for all citizen and Non citizen should be encourage. The ID system should be implemented and the government should print money to get this system going. This is also a way to boost the money supply that would be needed to grow the economy and the system.
The first rule of the ID system is all Data is stored in the ID. The ID data is synced with the Nation secure server. The system would be monitored simply by having the bank processed the amount received from each ID. This way any hackers or evil person that planned to bypass this system would need to bypass 3 stages that can't be faked. Firstly the physical ID. The ID should only be manufactured by a certain manufacturer and the ID can only be read by a certain machine. The machine should be heavily guarded and a handful few can accessed the machine. The physical ID machine has an DNA encoder and serial number that is unique with the Citizen or the cardholder's Name. Next the data that helps monitor if the card holder paid their dues is stored in a secure server. This server serves as a backup and counter checking device for all taxes paid. The next is the server would be accessed by banks to tally the amount they pay for their taxes. The Bank also have the record of the actual deposit a citizen or a card holder have. This way each person would be paying the citizen fee regardless of the ID is Fraudulent or real. As a citizen of course they pay lower fees and taxes. While the guest pays 5 times more. This way they are encourage to become the nation's citizen. The next thing is how to secure the ID or citizen. This have a different server. This way the government have a way to counter check if the ID is fraudulent of real. Each real ID serial and DNA and finger print is stored on a different server. This server can't be accessed thru wifi. The server can only be accessed by the citizen by going to the location where the server is located.
Encouraging the spending and saving of the citizen is another part of this code. Each person should be monitored by the level in which they are currently at star. The higher you pay the taxes the better equipment you have but you also pay more taxes cause of the common facilities you use. Example is Cars, a person that have a car needs to pay the Tax having a car. The car uses roads and emitted gas that is harmful to others. The owner needs to pay the government the license owning something. An annual fee should be charged. The amount should be base on the horse power of the engine. The bigger the horse power the more gas it consume and expel. The car also used more roads. The Car fee that is paid annual fee would not be reduce regardless of the value of the car. This encourage the owner to buy a new car. The Car plate is kept even thou the car is trashed. The Car plate is directly registered to the owner of the Car license. This way each person could have many licenses but they can't remove from their record. Another way to encourage owners to buy more is the wholesale mechanics. The more licenses you have the cheaper the annual fee you pay. The discount is given for every car additional but the government controls on when the discount would stop. I would give a maximum 3 cars per owner. Here is an example. The annual fee of the first car is 100 then when the owner bought another car the fee for the first and the second is reduced by 20%. Hence the owner would pay 80 for the first and 80 for the second. A further discount could be given for the third which is 10%. Then the owner car tax is 80, 80, 72. The total amount the owner would pay is 242. The last discount is only given to the 3rd car the owner bought. The succeeding car is paid the 72 value. The car tax value is determined by HP of the engine. We really can't give a specific number but we could give a specific discount mechanism. Lets say this discount scheme is too complicated then we could just do the whole discount method. 2 cars have 20% discount when you have 3 cars the annual car fee is 30% discount hence the total is 210.
I know the math and complications of my idea is getting crazier. The main goal is to laid out an ideal for the world to follow. They are smarter and better people suitable for these. I would tell them the system is not perfect, breaking something and redoing might seem daunting but its the only way. The idea goes to all asset . The constant fee helps the citizen motivated that owning a new house or anything new is better. This would spur growth cause they pay the same regardless if the house value goes up or down. This manipulate the citizen to wanting new stuff.
Government officials to their 3rd degree relatives are treated unfairly. This way only the loyal and true of heart are really in office and in power. While in power they will pay no taxes but they can't gain any new assets and resources. Their 3rd degree relatives would be paying a 200% increase on all taxes. This will hinder them uncompetitive. Working for the people is a sacrifice. Once their term is done the 3rd degree relatives' taxes rate will be returned to normal rate. The official will now also pay their citizen taxes. All 3rd degree relatives regardless of citizenship will pay the said amount when then arrived or come to the said nation. The government will take the said fees from other members and will returned them back as discounts if the other relatives pay. Government Agency like IRS and other tax related agency will now be auditing agency. They would count each person paid tax for the whole life time. The will also monitor the progress in which all citizen pays the taxes. The government also need to motivate entrepreneurs to hire more. Every Citizen they hire reduce the amount they need to pay for business tax per year. Taxes are should not be increasing by the year. It will retain the same amount until end of time. This way we ensure the value of money is intact and no other inflation a means are at worked. How to encourage citizen to spend more on other stuff. Giving them a secure future, like providing health care and other future needs for free. How to accomplish this is very simple. Each person is already insured and free from any medical bills. Regardless of hospital. The Government pays the hospital thru each ID they treated the ID serves as a collection tool. Each time the cardholder enters his pin in the hospital verifying code the payment is made to the hospital bank. The government will use taxes and printing money to sustain it. The government pays more to a single attack treatment than a second treatment. This way we ensure top doctors will keep on their skill. Hospital owners would like best doctors on their staff to ensure that the government will pay the highest amount. Every sickness will be rated. Simple sickness will be valued higher this way doctors will entertain all simple life threatening diseases. The government pays a different rate for sickness that is not curable. Every action is different. Medicines are also paid by the government. The Card holder have the right to choose which brand and medication they prefer. Everytime they buys the medicine they would need their card to process the payment. If the dosage or medication bought is on lethal dosage or curious amount the system will automatically alert the police. The enforcers of the law. The Enforcers of the law make sure that the citizen are safe from any harm that is derived from self or others. Every criminal they caught will be put into prison. The criminals relatives especially parents and others would pay more taxes. The government gives him good and shelter is the reason. This way everyone is responsible for their relatives action.
This tax idea may sound autocratic but I would believe that it would serve the better good. The current system give the idea that everyone would do the right thing and think of his fellow men. We all know that humans are creatures of habit. They would love to fight to get what they want. Disregarding other creatures in the process is the specialty of humans. Humans tend to govern themselves like they know everything but in reality is that they do not know anything.
I would think a better tax system but for now it would do.
